About Downs & Martin Children’s Services
Founded in 1999, Downs & Martin Children's Services (DMCS) is a non-profit organization
501(c) 3. DMCS is the effort of Mr. and Mrs. Emmett Downs. Their desire to do more for the
community lead to the mission of providing treatment and temporary residential care for at-risk
youth. DMCS vision is to empower youth and their families by giving them the tools to return
home or for independent living.
Through dedication and determination, on January 1, 1999, DMCS obtained its Group Home
License and opened a 6-bed Group Home in Ontario, CA. DMCS highly trained staff focuses on
the youth's social-emotional, intellectual, and physical development. Youth are provided with
acceptance, support, and care. Youth are encouraged to make healthy life choices and be positive
community members. On January 10, 2020, DMCS obtained its Short Term Residential
Therapeutic Program (STRTP) License, ensuring in-house therapeutic trauma care for the
residents.
In May 2022, DMCS obtained the Transitional Housing Placement Plus-Non-Minor Dependent
(THPP-NMD) License to bridge youth into adulthood. THPP-NMD provides support and
guidance for males and females ages 18-21. The primary goals of DMCS are to increase
independence and promote future success. DMCS holds accreditation from the Commission on
Accreditation of Rehabilitation Facilities (CARF).
